The judge’s decision was made4 into the object of the study after it was testified based on law basic value which consists of justice, certainty and6 law benefit. It[2] indicated4 there5 was the balance1 among7 the three1 law basic values, yet6 it put the justice value as the priority. The decision reflected4 the judge’s1 credibility1 as5 an upholder the law who has a good law skill. The decision will be perfect if the judge studies more deeply about law thinking forestry field, so it does not take a short cut to take over the law consideration of judex factie without criticizing a word. The decision only changed the sanction of punishment since it was too heavy and lack of fair for the defendant. The justice in this case1 was subjective, since the judge used the term of fair for the defendant, in fact the effect of forestry damage as a result of defendant harmed a great deal of people. Therefore, the decision was fair for the defendant, but if it was seen from the societies need point of view, it was not fair.

The high court has the authority to correct as well as to repair any decision made by the district court. This is meant to correct any mistake done by the district court. In addition, there is also the case where the defeated party makes an appeal. Such was the case in Mandlawangi forest, Garud regency, west java, where a landslide took place. The locals suffered a lot of losses because of the landslide and they made a class action against the government as the forest administrator, was given indemnity. The locals suffered a lot of losses because of the landslide and they made a class action against the government who were deemed responsible for the calamity. In the district court, the accused, in this case the government as the forest administrator, was given a strict liability for the landslide, and was therefore ordered to pay indemnity. However, the accused made an appeal to high court. The district court ruling was corroborated by the high court. It is still undecided, however, whether the landslide was a natural disaster or an environmental management error.

“Such[3] leadership1 (Transactional leadership) occurs[4] when6 one2 person1 takes4 the initiative1 in7 making1 contact1 with7 others1 for7 the purpose1 of7 an exchange4 of valued3 things1. The exchange could be economic or political or psychological in nature: a swap of goods or of one good for money; a trading of votes between candidates and citizen or between legislator; hospitality to other person in exchange for willingness to listen to one’s troubles. Each party to the bargain is conscious of the power resources and attitudes of the other. Each person recognizes the other as a person.”

There are three type of political parties: a party of personality, party of principles and party of power. A personality party is centered about single man and which lives and dies with him, while a party of principles is one attached to a specific doctrine or ideology. And party of power is one, which aim almost exclusively at getting control of the government.
Every country has its own party system: we know there are there political party systems in the world: one party system, two party system, and many system. The first one is dominated by a communist or fascist totalitarian party, obsessed with a violent, ideological drive to conquer the world and is not the same as the single party. Then the third is somewhat anarchic but still workable in a liberal democracy. It also requires even more critical attention, beginning with the number and relative size parties.
